I agree the value of getting the value right but how can this be properly defined without understanding your customers (e.g. Going out of the building and speaking with 10 customers) ?
Getting a brand right requires involving an agency, at least for the visual part, and this doesn't come cheap. We all know that start-ups lack money so on what should they spend them first?
What do you need in place before getting your brand strategy written properly down?
